About Us

 

Irish Community Rapid Response (ICRR) is a charity delivering professional pre-hospital A&E care directly to the site of emergencies throughout Ireland. 

Where we've come from :

The preventable loss of a child’s life in West Cork in 2006 was the catalyst that led to the formation of ICRR. Galvanised by the tragedy, community members embarked on a mission: to expedite the delivery of professional A&E care to life-threatening emergencies in rural or disadvantaged urban areas. By harnessing the goodwill of local doctors and advanced paramedics, the West Cork community established Ireland’s first voluntary Rapid Response organisation.

Replicating the success of the West Cork model, ICRR has taken its unique template for social entrepreneurship nationwide. Since 2008, ICRR has been developing a network of volunteer medical professionals throughout Ireland who can be called on to deliver critical A&E intervention within “the golden hour,” meaning the time period during which there is the highest likelihood that prompt medical treatment will prevent serious injury or death.

 

The ICRR Impact

Out of the 100 emergencies that ICRR teams currently respond to per month, six lives are saved. Working in conjunction with the Department of Emergency Medicine at University College Dublin (UCD), ICRR has enlisted 115 volunteer GPs to date. By 2020, ICRR aims to have 500 GPs signed up for voluntary service throughout the country.

 

Awards and Recognition

ICRR's achievement in social impact and innovation has been recognised by prestige organisations, such as the Arthur Guinness Fund in 2012 to West Cork Rapid Response (WCRR). In 2013, John Kearney, ICRR's Founding CEO, became a Social Entrepreneurs Ireland ‘Impact’ awardee and in 2015, he was elected as an Ashoka Fellow.

 

How does ICRR work?

Simply. When you call Ireland’s emergency numbers, 999 or 112, to report a life-threatening medical emergency, an ambulance will be dispatched from the nearest hospital. At the same time, the emergency service will deploy the volunteer medical professional/s nearest to you.

 

Helping communities to help themselves

Operating out of Skibbereen in West Cork, we continue to build a national infrastructure and ICRR’s network of Rapid Response teams, region by region. At the same time, we sustain ground operations by providing management expertise, training, equipment, logistical, and financial support to each of the Rapid Response groups established to date. We further advance our life-saving mission by supporting communities in CPR training for laypeople.

At ICRR, our two main channels of development are Rapid Response Vehicles and voluntary community GPs:

1) RAPID RESPONSE VEHICLES

Rapid Response vehicles and volunteers are declared National Ambulance Service Assets. All ICRR teams are equipped to provide specialist care as per the standards set down by the Association of Anaesthetists, the Prehospital Emergency Care Council and the clinical guidelines of the National Ambulance Service.

2) COMMUNITY DOCTORS

In conjunction with the Department of Emergency Medicine in UCD, we currently have 115 GPs responding voluntarily to local emergencies.

John Kearney

John is a family man with three kids and is a valuable member of the West Cork community. Over the years, his contributions on the commercial and social enterprise levels have helped local communities to preserve, develop and grow their local assets despite challenging economic hurdles.

 

John has an extensive knowledge and experience in disaster relief operations and in his role as a Chief Executive Officer of Irish Community Rapid Response (ICRR), he is responsible for developing and leading the sustainable growth of ICRR and its operations from local to national level.

 

 

Meabh Ring

As a Director on the Board of Irish Community Rapid Response (ICRR), Meabh's role includes governance and finance. Championing the community and voluntary ethos of ICRR's work in a transparent manner is important for all stakeholders, especially its Board Members. Meabh’s skillset includes marketing management, event coordination, conference organisation and SME mentoring. Meabh’s professional background includes commercial initiatives and working in the non-profit community sector. Currently a self-employed Consultant, Meabh works with a diverse number of sectors, including Agricultural, Tourism, Nautical, Food, Engineering, Culture and Craft.

 

 

Alan Crowley

Alan Crowley joined Irish Community Rapid Response (ICRR) in 2012 and is the organisation's Director of Development and Innovation. With 20 year's experience in the IT sector, Alan's contribution to ICRR in relation to communications and innovation strategies is considerable. Alan's commercial experience spans the public, insurance and manufacturing sectors. He is currently a Service Delivery Manager for a leading Irish IT services company.

Ger Power

Ger spent 34 years working in Local Government before retiring from Cork County Council in 2014. Ger held the position of Head of Finance for 19 years and was also the Head of Economic Development from 2011 to 2014. Ger qualified as an accountant and also holds an Honours Masters Degree in Public Management.

 

 

Ger has been on the Board of Irish Community Rapid Response (ICRR) since 2014 and was appointed Treasurer at the 2015 AGM. 

 

 

Adrian O’ Keeffe

Adrian trained and worked as an Accountant in the areas of Engineering, Finance, Retail, Distribution and IT before moving into General Management and eventually setting up his own business.

 

For the past 8 years, he has been a Management & Executive Coach. He is a Volunteer Director of the nationwide initiative, Communities Creating Jobs (CCJ). Adrian is a member of the Kilkenny GAA County Board and is Chairperson of the County Health & Wellbeing Committee. A past member of the Order of Malta Ambulance Corps he currently sits on the National Council of The Irish Red Cross.

 

 

Fergal Conlon

A Community Development worker in West Cork, Fergal has supported the establishment of a wide variety of community initiatives to improve lifestyle and quality of life in the area in a sustainable way.

Eamonn Barry

Based in Timoleague, Eamonn is an active member of various voluntary organisations within his community, including West Cork Rapid Response (WCRR) and The Irish Coastguard. Eamonn joined the Irish Community Rapid Response (ICRR) team in 2015 to represent WCRR where he has been serving as Director & Secretary for the last four years.

Claire Cadogan

As an experienced marketer, Claire has held a variety of marketing management and leadership roles for some of the world's most loved brands. Claire has been a Board Member with Irish Community Rapid Response (ICRR) since 2013, having a year previously come into contact with John and the team as part of her mentoring role with The Arthur Guinness Fund.

Claire is responsible for leading the marketing and communications’ strategy to support the development of ICRR as a sustainable and effective national organisation.

Sean Mulqueen

Sean is based in Frankfield, Cork City but his heart is in West Cork. As a state employee for past 30 years, he holds an ATPL (Airline Transport Pilots License) is a CFII (Qualified Flying Instructor) and has over 25 years flying experience in Ireland, Europe and the States. Sean is an active member of the reserve defense forces and has a keen interest in all sports.
